Both. The observer just changes or directs perceived frequencies into their own perception of it. We direct and manipulate frequencies into conforming to what we expect of them.
About the only truth of anything is we have a good labeling system to agree on. We have no direct contact with the real reality because all we perceive are frequencies that are constructed into a reality internally by our brain. Everything else is insubstantial conjecture. *grins*
