Enamel coated cook or decorative ware is called toleware or tole ware. I haven't heard of tole flatware nor do I see any in a quick search. I do seem to recall seeing some tole spoons, but not in sets or anything, just something like the souvenir spoons you can buy as mementos of places you've been. The site below claims to make toleware.
