go to your account settings depending on if you have the new xbox experience or the old one and go to xbox live settings and find where it has anything about game chat or chat in game and you should be able to turn it off. i can edit more details tomorrow cuz i gotta get some sleep.
Source(s): discovered how to do this after playing alot online and not knowing why i couldnt hear anyone. so at first i was experiencing the same thing you are now.
