On that example it sounds like the guitarist is just taking a quick swipe down the fretboard. After holding the chord just quickly run your fingers toward the headstock while still pushing the strings down.
As said above, just experiment with it.

you could always use a slide... and if its during a show.. use the mike stand as your slide... or if you you have a whammy bar.... dive bomb and hammer on the chord you want to make and gradually bring the bar back to normal position until the chord is back to normal pitch... a couple of ideas you can toy with...
