Some people inherit yellow teeth. They are still clean and functional, they just aren't very white.
Some antibiotics can produce permanently yellow teeth. Tetracycline can do this when it is given to children.
Teeth can be kept clean with regular brushing, flossing, and professional cleaning at the dentist, and that will make them whiter, but they might still be yellow. Bleaching and capping are other options that can make them much whiter or completely white.
Some personal habits, such as smoking or chewing tobacco, can stain the teeth.

Any of the dozens of products at your local drugstore will help, but you have to actually use them, not just buy them.
