When did you have her groomed last. A groomer might be able to give you a better idea of her coat condition.

Find a professional groomer with real experience handstripping. This will help get rid of the puppy coat and let the adult coat come in...expensive but worth it!

hard to tell.. its kinda like a human, we grow n different times, same with dogs. they have their own growing rate so there really isnt a set time sounds like a late bloomer =]
