These are common to T1 lines and they are different protocols. T1 lines require access routers, which have a built in csu / dsu and the feed signal coming to them are NOT ethernet. Home grade low end routers cannot be used in these circuits - and any gateway router for that matter cannot be used.
HDLC used to be common only to Cisco routers and others used PPP. If your router does not support HDLC, contact the ISP as the ISP can convert to PPP protocol.
In fact HDLC and PPP achieve the same result via different modes. This begs the questions asking which is better and why have more than one protocol if the end result is the same. The answer is probably more of historical past and the cost of a needless change propagates both protocols. It is pretty hard to claim one is superior to the other as both work well. I am not sure but I suspect HDLC is more efficient due to its newer creation but this may well be incorrect.
What installers must take into account is the router's ability and the ISP's configuration and go from there.
