How can you turn your window vista into a web server ? so others can browse your system like a nomal web page, and the server must suport php and mysql.

XAMPP is a good solution. Just be aware that your Internet Server Provider may not allow you to serve pages, and that your firewall may also prevent it. Finally, you need some way for others to find your system, which may require a permanent IP address or one of the virtual DNS services out there.
The two articles below explain some of the issues you'll face. One is for using IIS, and the other is for Apache (the A part of XAMPP).

I would recommend switching to Linux as it is more secure and also more stable. You can also get a free web host or a paid for host as well. If you are going to run any kind of high traffic site I would not recommend running from a personal PC especially one that is running Vista.
