What do "Quotes" say about an individual?
When a person comes up with a quote, does a have more of a personal meaning with it, or is it just said to be followed?

It depends on the context. If a person says a quote that he/she didn't really mean to be quoted, he could have been saying anything about anything. But sometimes, people are trying to say things that are profound, so they say things that are later quoted just to be famous.
Personally, I prefer the unnoticed quotes, that are simply said, but have a deeper meaning than what it literally may have meant.
