Thus, you can only get one card out of Poison Draw Frog (without resurrection or something). But if you mean something like... 1) Have both Poison Draw Frog and Substitoad on the field 2) Tribute Poison Draw Frog for Substitoad's effect 3) Special Summon another Poison Draw Frog. 4) Draw one card fro the first Poison Draw Frog. 5) Tribute second Poison Draw Frog for Sbustitoad's effect 6) Special Summon last Poison Draw Frog. 7) Draw one card for the second Poison Draw Frog. 8) Tribute last Poison Draw Frog 9) Special Summon a random Frog monster 10) Draw one card for the last Poison Draw Frog. Then yes, that works... assuming you don't accidentally draw the Poison Draw Frogs...

When you tribute Poison Draw for Substitoad you have to wait for the effect of Substitoad to resolve before you draw. For example: You tribute Poison Draw to special summon Dupe Frog from your deck. You summon Dupe, shuffle your deck, then draw. You don't miss the timing on Poison Draw, it's effect resolution order, simple game mechanics.
