Difference making in Animal Crossing City Folk?
Most of us send letters to our townsfolk. Well, every time I do I send them money as a present. Is it possible that the money will make a difference in them? If not, how else can I help make neighbors develop over time?

I don't understand what you're trying to say.. What do you mean "make a difference in mean"? Do you mean that your neighbors will become richer or will your relationship get stronger?
If you want them to get richer by sending them money or something else high in value, no, that will not make them any richer and the next day they won't get a bigger house.
However, if you mean will sending them money make you guys closer friends, technically, yeah. Neighbors LOVE letters especially the ones that have presents (they don't know or care if it's money or a pitfall seed so..) attached to them. So that will make them like you more.
If you mean something else then please clarify.. Because I'm just trying to guess what you really mean here..
