I am a Florida resident,cruising from Miami to Cozumel, Mexico and Key West, FL, then back to Miami

No...part of that new law (the WHTI) is that passports are not required for "loop" cruises. Cruises that begin and end in the same U.S. port are loop cruises and do not require a passport. Your cruise line can confirm this. See site below and read section on loop cruises.

Yes, as of June 2009, every American adult citizen needs a passport to travel out of the country, even to Mexico and Canada. The only exception is if you travel to Mexico and Canada over land, then you can use a passport card instead which is cheaper. Flying and cruising to these 2 countries still require a passport book.
