Accident rates, accident rates, accident rates. That covers all three changes.
New drivers have more accidents at night than during the day, they have more accidents with other minors in the car, they have more accidents when drinking.

I would point to other Canadian jurisdictions, such as Ontario, where the death toll of young drivers has been reduced by 35 percent, since the introduction of similar regulations. And the Ontario rules apply to ALL new drivers, regardless of their age.
