wi-fi Skype device that does not require a laptop?

I travel a lot but most places I visit have free wi-fi so this is ideal for Skype. as I may be in up to ten countries a year I do not want a contract. Also I NO NOT A DEVICE THAT REQUIRES me to carry the laptop. What is the cheapest device on the market, think can be done with a ipod touch but 150 pounds. I want the cheapest solution

    I think you can do it with a psp, i dunno if its any good tho
