Why water molecules always attracted towards the charged rod and not repelled?

I always wonder about this because water molecules have both negative and positive partial charges....

can someone explain this to me?

    because the water is made up of hydrogen and oxygen and when you put an electric charge through the water the water splits into hydrogen and oxygen and that is why water is attracted to an electric charge
