Do you have vista? If you do, turn on your computer and quickly press F8 repeatedly at the boot screen. Look for "Safe Mode" and hit Enter. It will look weird at first but wait.. when it comes to the Login Screen it will look smaller than usual. Login to the account that cannot be accessed. It will log you in. Then a "Help" window will open up. read it and click "System Restore" it will take you through steps to restore your computer without having to destroy files and documents. (The account that can't be accessed is the Admin Account right?)

Not enough information, are you the owner? Was it ok before? When did this occur? Do you have anti virus and male ware programs etc?
