It was working totally fine but just 2 days back suddenly my finger print scanner has stopped wroking and is not being detected by the system and also at the same time my bluetooth is not being able to function and is not getting detected at all.

In addtion i keep getting a message stating that some USB device is not recognised whereas there is no USB device attached!

All the drivers are installed properly and in the device manager nothing is wrong... my operating system is WINDOWS VISTA HOME (32bit).

All your problems seems out of a corrupted windows update ... and that's why windows cannot recognize all your hardware correctly so here is how to fix these problem:

1- Open Control Panel and choose Windows Update.

2- In the left Pane choose View update history.

3- Sort the list according to Type

4- Be sure that all the updates marked Important are successfully installed. If not run windows update till you get all the important updated installed successfully.

5- If you find Optional updates that carry the name of your hardware like fingerprint and bluetooth make sure to install them too.

6- Whenever you're prompted to restart to apply updates do it and don't postpone all to one restart for all updates it would make conflicts.

After finishing all check your device manager for hardware recognition problems if there is still any just right click the unrecognized hardware with the yellow circle and choose update driver and get it online.

Just in case you did all that in vain ... you'll need to reinstall windows

as your windows core files would be in-fixable.
