Does dressing up boys as girls punishment really exist?
When I was a boy in grade school I used to go to my big sister's room to look for candy and gum. She usually had some hidden in her underwear. One day she caught me and told me she would dress me up in her clothing and make me go shopping with her dressed up as a girl. I never looked in her room again. She never did that to me, but do cases of cross dressing little brothers really happen?

Yes it does. When I was in school there was a boy who got it from his step mother about twice a year. I remember him wearing lipstick to junior high school a few times, and he had the tube with him and had to keep it fresh ... his sister and cousin had to tell his step mom.

Punishment? Why should dressing a boy in a dress ever be considered punishment? Would dressing a girl in boy's clothes be an equal punishment?
When I was young I must have dressed my little brother as a girl about a hundred times. I never did it as punishment. It was more out of boredom, and we all had a good laugh. No one was harmed. No, it didn't affect his sexual orientation either.
When I was in high school we had a tradition as part of freshmen orientation. The upper class men would competitively bid on freshmen to mentor for a week. It was really a kind of initiation. It was also a tradition to hold a woman-less beauty pageant with the freshmen guys on one day. The girls got to give the guys a make-over, usually in an old prom dress. Most guys didn't look good in dresses, but there were a few that did. If a guy looked good in a dress then he was treated like some kind of hero, and we would all cheer for him. I didn't consider that punishment either.
If I had my own son, I would encourage him to play dress-up and even let him play with dresses. I don't think that guys should grow up being afraid of girls clothes. There is no magic in girls clothes. They don't make you gay, or make you wish you were a girl. Its just clothes.

Try looking on the site www.petticoated.com about 85% of the stories on there are real.
Although, these days, it hardly ever happens.
It still does sometimes though.
