In laymen terms it means they're broadcasting the same way. The difference comes from 1) your location and 2) the quality of the individual installation.

Oftentimes if your signal goes out with one when you never had a problem with the other it's either because of the different satellite locations or that your dish is misaligned just so. Best way to get it fixed is to ask for a service call to correct the issue either by realigning or relocating the dish.

As far as reliability of the signal is concerned during rain, Directv and Dish Network are exactly alike. They both are ku/ka band geosynchronous satellite based systems which transmit to roughly a 18 or 20 inch dish. The transponders in the satellites are the same power. Thus the signal fade issues are exactly the same with both services.

I have Direct TV & when it's raining, the picture is not affected. When a thunderstorm is setting in, the picture freezes & becomes distorted off & on. In time, the picture is lost completely. It will return once the storm passes.
