Unable to scroll down in any program?

I don't know if this is hardware, virus or what. I first noticed it reading e-mail but it seems to affect everything--online and off. McAfee anti-virus is up to date. I've run two virus scans--no problems detected. Any ideas?

Update:

Thank you all. This was on my husband's laptop. I unplugged the wireless keyboard/mouse and it worked fine. Replugged in the wireless. stick and did the lock button. Found a white reset button on the bottom of the mouse. Hit it and the thing worked.

    My first impression on this is that is that it is an issue with the mouse you are using. I've seen cases where having too little RAM can cause web pages and scroll bars to lock up too. As suggested above, try checkng the scroll lock button. If this doesn't fix it, I would try using a different mouse. Still no dice...you are probably looking at a RAM issue or a problem with the motherboard.

    Check the scroll lock button

    Check to see if your mouse is plugged in right

    Try rebooting your computer.

    Test with a different mouse if you have one.

    Only things I can think of.

    I don't think its a software problem because usually you can scroll either using the mouse or keyboard. maybe you should check them.
