hey buddy, I run a site, i got my domain name for 8 bucks from www.rackwire.com and you can get your web hosting from them as well. If you know how to program your site you can do it on your own, but if not you can use their site builder for free with the webhosting. Also they have Content Management Systems that you can use to make a more functional site, check out the app market! Hope that helps!
edit: clearly, due to thumbs down's that you dont make a site by buying a domain, web hosting, and then putting content on your hosting server? lol

Just sign up for a blog... its your very own website but you don't have to learn all the html and css.

For the simplest way: go to webs.com, register an account, and follow their onscreen instructions to edit text and pages.
You can then pay $5 a month for more bandwidth (maximum visitors before no more can visit at one time) and a .com or .net domain name.
You could also register a free .tk name.

purchase a domain name and a hosting package.
use a program like dreamweaver to make your page if you dont know how to code html.
upload the site to you host.
