What is the best software for multiple choice test marker?

I am looking for a software that can scan papers directly from a scanner( which has a mounted feeder) and transfer the data to a file in txt or csv or excel or etc.

basically I need to recreate scantron system but with custom forms and a regular scanner instead of a webcam or expensive scanning machine.

what is the best/cheapest solution out there?
