My daughter married a man from England. Do we need to pay $1K to get a social security card for him?
We were sent some papers that said IF you need to file this form then you must pay $1K at filing. It didn't say it was absolutely necessary to file it. Any one is this same boat?
He filed a form and gave all kinds of letters from everyone and copy of marriage license, etc.
Any one have to do this?

If he wants to live in the USA the total cost to file for him will be $1,365 plus about $350 for a physical exam.
The form you are writing about is I-485 and the cost to file that is $1,010. Yes, it's required. The fees are designed to cover the actual cost of processing the forms. Taxpayers do not subsidize the cost.
You are filing so that he can get his Green Card, not a social security card.

There is never a charge to get a valid Social Security card. It sounds like a scam.

If you mean the whole AOS package that is more that a $1000
but you dont pay a $1k for a SSN
