An eolian (or aeolian in British English) deposit is defined a sediment deposited by wind. Any wind-blown material would be aeolian. This usually is in the form of well stratified dunes, but not always.
Loess is specifically windblown material that is deposited as a thick layer, usually non-stratified. The source of the fine sand is often glacial, since glaciers grind up the material to a very fine size. This is then picked up by wind and ofter transported over great distances, before being dumped when the wind drops.
