Chone Figgins was out because the ball touched his body in fair territory after he tried to bunt. Now, if a player is out if the ball touches him in fair territory, can a defender THROW the ball at a runner to get him out?
For just hypothetical purposes, let's say a runner at 1st is attempting to steal 2nd and the catcher throws the ball at second base. The second baseman falls down and is not on the bag, the ball hits the runner before he can tag 2nd. Is he still out? And if it can work that way, have you ever seen anyone intentionally throw at someone to get them out?

The rule states that (paraphrasing) 'if a runner, or the batter-runner, is hit by a batted ball, he shall be declared out'. A thrown ball does not qualify in this circumstance.

They can only be out if the ball has just touched the bat, so if the man on first gets hit by a ground ball he is out, but they can't throw it at him.

no the runner would be safe unless he was intentionally trying to get hit by the ball then the runner would be called for interference and would be out

No it isnt kickball and once it touches a fielder it can be thrown at the runner and hit him and it doesnt matter

no they are only out if they are hit after they hit it or one of their team mates hit it first
