Yes, it is. Some eyeliners might cause irritation to the eyes though. So you have to make sure it is waterline safe. Many don't stay on the waterline, and wear off easily. So before buying something to apply on your waterline, I would suggest looking up reviews online.

okayy,
personally i wouldn't put any make up product in yr actuall eye. like there rele is noo reason to do tht. like yu can do jusst fine by putting it on the outer part of yr eyee. plus it's wayy saferr
cuz it kills to get tht stuff in yr eye.
