Seems like you had a worm in the last little while.
The good news is that if the computer can't *find* this file, the worm is gone or at least crippled. Run a virus scan if you haven't already.
The error message, on the other hand, means that there's some remnant of the worm or virus (probably in the Registry) which wants to load the viral module at startup.
Get yourself comfortable using the Registry Editor (regedit).
You should go Run-->regedit
Call up the Edit-->Find function
Enter the search string "kernel.dll.vbs", and see what happens
If you encounter any keys which specify this filename, use the
File-->Export tool to back up that registry key (for safekeeping) and then delete the key after backing it up.
If you remove all references to this filename from the registry, the error message should go away. If it goes away but is replaced by some other error or if it makes something else work incorrectly, you should use the Import tool to reverse the changes you just made.
The error message, although annoying, is probably harmless.
