WoW Faction/Race Change Q's?

I changed to Horde a while back from Human Paladin to Blood elf Paladin. I want to change back because I was unimpressed with Horde. I can do so on November 2. If I change back do I have to be a human again considering race change came out? Or can I switch from Blood Elf to Dwarf Paladin with Faction change. I don't want to have to pay two fees.
