Using an image on website or a publication?
I need a ship's picture to use in an instructional manual I created which I will be distributing globally along with I will be creating a presentation for worldwide presentation.
Can I use any ship's picture from the web (like from Google image without the ship's name off course - as a generic ship) and use it or need authorization like a copy right issue.

There are different types of copyrights, royalties, or claims to image types. Some prohibit any type of use at all, some require royalty payments, some say they're ok to use as long as you give the photographer credit, others don't care in any way at all.
To play it safe, use the Wikimedia Commons and find a royalty free public domain picture. All the pictures hosted there tell you plainly what type of permission is needed.

If it's not released into the public domain or released under a creative commons license (it'll say so), you'll need the copyright owner's written permission to use it. (Not being able to find out who owns the copyright doesn't mean that you can use it without permission, it means that you can't use it.)
