No, In order to qualify to be a fugue you need to have an exposition, this is a single voice stating the subject, the second voice will usually enter stating the same subject either a 5th above or a 4th below. After all the voices have entered pretty much anything goes.
Can the Two and Three Part Inventions of Bach be considered as fugues? No, because they do not have an exposition.

You might find it fun to take the theme of Foggy Mountain Breakdown and try writing it in a fugal style. As a hint, just write for two voices at first and see where it goes. After that try writing for three voices. I think you will find it very difficult to write in the contrapuntal style and you will also gain more respect for the genius of Bach.
