Which install disk do I use first?

I have to reinstall Print Shop 21 and it's been so long I lost the instructions. I have a Program CD and a Install CD. I don't want to mess anything else up here. I had to start with a clean slate when I installed Windows 7. So which CD goes in first?

    First you install the program (software) so use the install cd first. The program CD should be used second...

    I'd start with the Install CD.
