why did Roosevelt continue to supply oil and scrap metal to Japan in early 1938? In December,1937 Japan invaded/slaughtered Nanking China, killed 90,000 surrendered soldiers also. Before March, 1938 Japanese had slughtered over 350,000 people, beheading, raping and torturing, and massacring. Roosevelt shut off their oil from USA in summer of 1941!!! Japan attacked Pearl Harbor Dec. 7,1941.

What is the actual question? Japan will not teach or admit to the Nanking massacre, nor will Japan apologize to China for that act.

To really answer the question you must look at the US from 1938, not 2009. In 1938 the US and its people were isolationists. This meant the people did not wish to get involved in other countries problems, like a war between Japan and China. The embargo only happened after negotiations between the countries failed to achieve anything.
