Do you think the Gotham City PD are a little worried about job security with Batman always being around?
I mean if you were Mayor of Gotham City, would you really need a full police department?
I'd start laying off the newer ones and offering early retirement to the older ones.
Keep a few of your experienced cops on duty for parking tickets and stuff like that and let Batman take care of the rest.
Makes sense right?

No.
Because if you remember the series, Batman was only called in as a last resort. Usually against a 'super-villian' whom could out-maneuver the police.
All the rest of the usual criminals were arrested by the Gotham cops. So it was only the one's they couldn't handle was when commisioner Gordon was forced to call Batman.
