A doctor will likely charge a minimum £50 and expect to be paid there and then.
Your brother, being a relative, and for that reason alone cannot sign the photo
From the DVLA website -
"The person must:
live in the UK
know you personally (for at least two years)
not be a relative
Suitable people include:
a local business person or shopkeeper
a librarian
a professionally qualified person, for example, a lawyer, teacher or engineer
a police officer
a bank or building society officer
a civil servant
a minister of religion
a magistrate
a local councillor, MP, AM, MEP or MSP
If you have come to live in the UK within the last two years and you cannot have your photo signed by someone who has known you for at least two years within the UK, you should take all the documents to your nearest DVLA local office. They will sign your photo and fill in section seven of the application form. The DVLA local office will send your application and original identity documents to DVLA Swansea".

Anyone but a relative, also try getting that person to have a public sector job that helps a LITTLE.
teacher, copper, nurse, doctor, etc etc

you can ask a member of authority, this means a doctor, midwife, nurse etc, teacher, minister, priest, policeman etc.
they have to have known you for 2years min. your doc should do it. if he's/she's nice they might do it for free :D
none of your family members can sign it.
good luck

No, you cannot get a family member, it beats the objective of verifying who you are.
