Genoa and Lucca were great Italian cities that were taken over by Nepoleon Bonaparte. The once great cities were reduced to nothing more than "family estates" in that they then belonged to one man instead of the people. This speaker is clearly anti-Nepoleon.

What is being said here is that they,Genoa and Lucca are now no more than family estates of the Bonapartes, To make it more clear, to the victors belong the spoils.By Napoleon conquering these states they are now part of Rule.
