I recommend to get all of your pokemon around the same level. If you don't, it will affect you in the pokemon league. Also, have you put on a soothe bell for budew? It will only evolve w/ friendship. The types you should have in your team is fire, water, grass, electric, and flying. For the 5th gym, Wake will have pokemon around level 35. I recommend electric for floatzel and gyardos. Use a grass type on his quagsire because electric wont have any effect on ground-type.

thats 7 pokemon, u can only use 6. keep budew in the pc for now. until u beat the gym
