Are you talking about National Guard being activated (mobilized) ?
There is no such thing Active Duty National Guard. National Guard is a reserve component of the Army, funded by each state. If National Guard is activated, it is considered as an active duty unit during that time only, the unit will go back to the guard (reserve status) after they finish their term. There are full time staff(s) in each national guard unit (UA, Maintenance), but they don't have many slots and typically, those people are not officers.
And Yes. You can become a National Guard Officer after completing ROTC.
