From what I get from this article it should be releasing November 20th. It is supposed to be worldwide by the end of this week.

Left 4 Dead 2 was released in America on Novemeber 17th, 2009. (2 days ago) America gets the games first, then the rest of the world follows. I think it should be out in the Phillipines within the next week.
