Once you move the Volturi onto the letters A-R-O, the second phase will open, which is a calendar. you need to move the moons from the top onto the spaces of the calendar for the moons of 1918 Chicago. Make sure your computer is on Central Time and then use this calendar:

you have to spell ARO by moving the volturi onto the letters then go stand in the fountain. it will bring you to the second part of the puzzle which im still trying to figure out
