In your organization if you have an organized range of ip addresses then you will be able to control all your users, computers and your network very normally.
if your ip address be unorganized then these problems can happen>
1.ip conflicts in your network
2. unable to communicate
3 you wont be able to control the network
4.unsecured environment
In a network the most vital thing is security so when your ip addresses are defined you wont be able to secure the network.
hope it has assisted you

Having a sequential set of ip address for departments really helps in the organizing and identifying each resource in the department. there are many ways to organize the information for sequential ip address.
If it is random then you cannot organise anything.
