Go to the system menu and select startup applications from the preferences menu. Click add then from the command browse button navigate to the file system /usr/bin and select the wanted app from the list.

I think that it's under:
System>Preferences>Startup Applications
I find it a real pain to use-don't uncheck random stuff in there: in Linux Everything is replaceable and an app. In the other tab, look there. You'll see the checkbox that might be a temporary solution. I'm running 9.04 and it was causing errors with the updates though (Just that the thing didn't work, and if you updated with it on an apps open it would keep starting the same apps until the next update.)
But you probably have 9.10, so they probably fixed that problem :) Good luck.
You could also probably tweak your system...but that can cause problems if you don't know what you're doing. I barely know what I'm doing if I do that to be honest.

If you mean launch when you start your computer, go to System, Preferences, then click Startup Applications. Add or remove whichever apps you want.
