What kind of stores would sell hollow needles?

I want to get the other side of my lip pierced, but i can never keep my money long enough to get them done.. so i decided to do it myself. I have everything but a 16 g. hollow needle. Is there a certain store that would FOR SURE sell them??

    typically, you have to be a piercer to be able to buy them
