Although pit bulls owners say that their pet is trained. There is always a high risk owning a dangerous animal. Therefore, I conclude that congress should pass a bill that bans pit bulls and other vicious breeds from getting owned and bred because they are considered a lethal weapon to own, pit bulls have the highest attack rate, and it would make streets and public attractions much safer against a dog attack. Even though congress doesn’t pass a bill that bans dangerous canines, all dog owners should always secure their dogs and be considerate of public safety.

I broke apart your paragraph and hopefully this will make it easier to read and see corrections, hopefully I helped you out.
1) Although pit bulls owners say that their pet is trained.

Corrections:
1) -maybe try a different transition, in the end, pit bull owner’s (agree?) their pets is trained. (I would make it longer) -possibly (in the end pit bull owner’s agree their pets are trained when they are not.)
-I’m not sure what your thesis is but just restate your thesis in the first sentence.
2) -when owning a dangerous animal there is always a high risk of…. (something going wrong, injuries ect. Expand on that more)
-always have to assume your reader knows nothing about the topic

Your opening sentence is not a complete sentence. (should read pit bull owners). Reread this. You have a lot of run-on sentences and look for capitalization. I will not redo this for you; but I believe if you look really hard, you can find a lot of mistakes.
I'm not being mean, just will not do anyone's homework. I just told you that you really need to do this over.
Pit Bull are on the list of vicious animals along with Rottweilers because they were taught to be mean. I had a Rottie and she was the gentlest dog. However, they are known to protect their masters and their instincts kick in - just like a mom and her child.
Pit Bulls, Rotts and German Shepherds and others are considered vicious because of attacks on people - they were taught to attack people or were abused by people.
A lot of home insurance companies now ask if you own a dog and what breed. If your dog is on the "vicious" list your premium will be higher or they can refuse to insure you.
Also, a lot of people, when they see a dog, will go right up to the animal and try and pet it. You should always ask the owner if you can pet the animal. They will know how their pet reacts to people.
It's a shame that because of peoples' abuse of animals, that certain breeds are looked down upon. A lot of breeds are known for their protection of their masters and their environment. This should always be considered when purchasing an animal. Some of the smaller dogs are ankle biters. That hurts - but you don't see them being singled out. Some dogs are just plain nasty.
