Most pounds do have a limit because if they are constantly finding the dog, it shows that the owner cannot take care of the dog. The number of times varies by pound however.

I live on a farm, and have seen my share of death. It basically looks like a stiff and lifeless animal, sometimes like the animal is sleeping. We've taken animals to the vet school for necropsies (sp) if the death is suspicious, or we think the animal may have been sick. If it seems normal, we deal with it. This winter, we had a cow die in the lot---almost took her in, but had another rancher come in a take a look. I can't remember what he said happened, but it was normal--he then dug a hole and buried the cow so as to not attract coyotes. I've only seen two animals die personally. One was a cat called Junior who was hit by a car. The lady brought him to the house, offered to help with bills. We called the nearest vet--no help, rather rude. We called our usual vet--very helpful, but unfortunately after talking me through a quick exam we realized he wasn't going to make it and moving him would be worse, so he died. The other was our 17 year old Collie, Bandit. He seemed to be breathing heavily and staying away from others in the morning. Called the vet, vet said bring him in, but by that time he had passed. They were both great animals and both are missed.

We need more information such as your location (name of city and state). Also, when you mention the dog police do mean animal control or the regular police? As to the limit of times your brother's dog may be bailed out you should contact the dog police and also ask what happens if your brother doesn't bail the dog out.

There isn't a limit to how many times you can bail em out I don't think but it gets more expensive everytime they pick it up if you don't pick it up then it stays there for around 3days to a week and if nobody adopts it or claims it it gets put down

They keep the for a set number of days and then they are euthanized. Your RM needs to find a way to restrain the dog. He can bail him out, but someone needs to move their hiney fast.

Bail him out and take to a no kill shelter. Animals are a big responsibility. This is the result of irresposibility. Poor pooch.
