You can think about this in two ways. One, is that N is much smaller than an As atom, so there is more volume to accommodate 5 F ions around an As atom than around an N atom.
Or, because N is in a higher period, the d orbitals of the N atom are at a much higher energy level than are the available d orbitals of the As atom.
