Well, I dont think it can be cured. :)
But you can try something I call the "small step starter technique". Here's how it works:
We often find it difficult to start doing something because we keep thinking about how big the job is. So, a very useful trick is to just force yourself to do just a small part of the job. Say just 10 minutes. So if you have to study for your history exam, for example. Just say to yourself that you will just sit down and do 10 minutes.
What happens 9 times out of 10 is that you end up doing a lot more than the 10 minutes.
This harnesses the power of momentum. Once you get going, it is often easier to STAY going (at least for a while anyway).
