I thought only congress could pass laws but now the EPA has decided they can. Will the NEA or the AWA be nex?

WASHINGTON (Reuters) – The U.S. Environmental Protection Agency on Monday cleared the way for regulation of greenhouse gases without new laws passed by Congress, reflecting President Barack Obama's commitment to act on climate change as a major summit opened in Copenhagen.

    The EPA has the authority to set guidelines and regulations to protect the environment. This authority was already approved by Congress.

    Congress has given the EPA the authority to regulate pollutants that are a threat to human health.
