Israel is a Jewish state. however a lot of people consider and treat Jews as if they are a race like white or black. some also consider being Jewish as like being German, Japanese, or American. so there is a lot of gray areas, it is really a tough question to answer. i never lived in Israel. but it seems to me that they are a secular government and nation that are made up of people who are faithful to a religion.

No, "theocracy" would mean there's one governing religion, however - in Israel marriages (and divorces) of all religions are respected (including Jewish, Christian, Muslim, Bahai, Druzi and Shomronite).
Israel also recognizes any legal marriages performed outside of Israel (including secular and same-sex marriages).

Not really. I mean you could use to same logic to say America is a "semi-theocracy", because of that "one nation under god" preamble.
The first Pres BUSH wanted to kick American born atheists out of America but no one would ever stand for that.
Iran is on the other hand definitely an Islamic Republic.
Not sure what you mean by the marriages and funeral stuff...could you elaborate?
