Yes, in a variety of ways.
You can use Boot Camp, which ships with Leopard and Snow Leopard (go to Applications->Utilities) and allows you to dual boot Mac OS and Windows. Or you can use virtualization software like MS Virtual PC, VMWare, Parallels of Virtual Box to run Windows on a virtual machine within Mac OS. In all cases you'll need a copy of Windows (Full, non-OEM version) to install.

Windows wasn't designed for Mac computers but it can apparently be done by using a third party program

It can be done using boot camp. But why would you want to?
