the code? you mean the OS login information? You could use a password reset program. If your talking about some boot/bios password, you might need to reset bios i am not sure. But to format a HDD, just get a copy of an OS and reinstall windows/linux/mac w/e you were using.

If you are referring to the license key for Windows, no you can't clear the drive and reinstall Windows without a license key - either the old one or a new one. Since they don't have the old one, you either can't re-install, or you need to go and BUY a license key.
